Since 1984, the Kurdistan Workers' Party or PKK has been waging an armed struggle against the central government of Turkey to gain autonomy in the Kurdistan region of Turkey, and for this purpose, the Kurdistan Workers' Party has been listed as a terrorist group by the United States, the European Union, and several other countries. Therefore, in order to maintain themselves in the heart of power, Kurdish parties are trying to secure their financial resources through drug trafficking. This action, in turn, provided them with the financial resources they needed and also damaged their ideology among the countries. This research tries to investigate the effects of drug trafficking for the PKK terrorist group using the descriptive-analytical method and using the cost-benefit theory. Therefore, he has collected the necessary information from books, articles and internet sources. The question is, what approach did the PKK terrorist group adopt towards drug trafficking? And what has been the cost and benefit for this group? The working hypothesis states that PKK has a political-economic approach to drug trafficking, because drug trafficking provides financial expenses, purchase of military weapons, faster recruitment, strengthening its position among Kurdish parties, among other important things. The most important benefits of drug trafficking for this group and on the other hand being called terrorism, contamination of the Kurdish language and their forces, military tensions for the purpose of drug transit, reduction of political legitimacy among the people are among the most important costs. to mention.

From the very beginning, in the Iranian penal system, a single criminal policy has not been adopted in the field of anti-narcotics (Narcoterrorism, combating drug) crimes that at times, the legislature has dealt severely with this issue by enacting strict laws, and at times has even tried to decriminalize some former crimes. In the last article of the amendment to the Anti-Narcotics Law enacted on 1396/07/12 (2018/10/04), the legislator has tried to reduce the scope of the death penalty for perpetrators of drug crimes, a policy that is in line with international pressures and in contrast to the idea of severity of punishment in order to achieve the goal of rationalizing the criminal response system to drugs. In this article, while analyzing the principles of this change of approach, the dimensions of Iran’ s legislative criminal policy against drug delinquency are examined. The fact is that although the legislature sought to reduce the punishment of perpetrators of drug crimes, changes in practice have led to an increase in the severity and intensification of the criminal approach to this group of criminals. In fact, the assessment of this study indicates that the criminal policy adopted by the legislator, contrary to the first notion of the single subject bill, although in some cases it seems reducing, in practice has sometimes led to strictness and severity of criminal action.

There are various connections between terrorist organizations and criminal groups. Among organized crime, the involvement of terrorist groups in drug trafficking has become increasingly widespread. "Narcoterrorism" or "drug-related terrorism" is a clear manifestation of the link between terrorism and transnational organized crime, which is reflected in two main concepts: Direct involvement of terrorists in the drug trade to finance their activities as well as the use of terrorist methods by drug trafficking organizations to facilitate the drug trade. Although the relationship and interaction between these two phenomena has been recognized globally, but the forms and nature of this interaction due to its ambiguity and complexity, has always been debated. The purpose of this study is to investigate the combination of terrorism and drug trafficking in a single phenomenon called narcoterrorism. It also provides an answer to the question of what is the link between these two global threats and, from the perspective of international law, what steps have been taken to combat this link. The findings of this study show that drug trafficking has become the most important source of funding for terrorist groups in the world. And as long as there is widespread supply and demand for drugs on a global scale, the fight against narcoterrorist threats will not be successful. In addition, the lack of a comprehensive and binding global legal document has made counter-terrorism a problem. The present study is descriptive in nature and method and it is analytical and in terms of type, it is fundamental and the information contained in the research has been collected in a library method.
