Investigating the Resilience of Al-Shatar City Using the HSWOT Method

Abstract

 Urban resilience is of great importance in the face of economic, social, and environmental crises because it helps cities to survive and return to normal more quickly in the face of shocks and stresses. This resilience strengthens the ability of urban infrastructure, economies, and communities to face challenges. Also, by improving the flexibility and adaptability of cities, opportunities for sustainable development and reducing long-term damage are provided. In the present study, with an applieddevelopmental aim and descriptive-analytical methodology, an attempt has been made to present solutions for the resilience of the city of Al-Shatar using the HSWOT method. The documentarylibrary method was used to collect descriptive data, and the survey method and questionnaire tool were used to collect analytical data. The sample population of the study consisted of 15 executive experts and 15 university professors who were questioned and answered using a simple random sampling method. The icmacM and orpholM software were used to analyze the research data. The results showed that the city of Al-Shatar faces a low level of resilience to natural and human crises due to weak infrastructure, lack of investment, and inappropriate economic conditions. On the other hand, external impacts such as international sanctions and natural hazards have also affected the city's resilience as factors with high power but low strategic relevance. One of the most important findings of this research is the important role of transportation infrastructure, health services, access to financial resources and quality of education in the city's resilience. These variables are known as key elements in the sustainability and increase of the city's economic and social resilience.
