Abstract

 With the outbreak of World War II in 1318 AH/1939, the Iranian government, headed by Reza Shah, declared neutrality,But on the morning of September 3, 1941, Soviet and British forces attacked Iran from the north and south under the pretext of the presence of German spies and occupied parts of the country. The scope of this war reached Ardabil, one of the important border cities of Azerbaijan. Before the Soviet forces attacked Ardabil, Reza Shah had implemented security and law enforcement reforms and measures in the Ardabil region and the borders, which ultimately failed. The main reason for the failure was not the superiority of the enemy's equipment and personnel, but rather the fragile relationship between the government and Iranian society, which had led to the formation of national-popular resistance against foreign invaders. This research was conducted using a descriptiveanalytical method and seeks to answer the question of what the security and administrative situation was like in the Ardabil region during the occupation in World War II and how the resistance against the Soviet forces was. The research findings indicate that the entry of Soviet forces into the Ardabil region, despite the resistance of the outposts, gendarmerie officers, and a number of people and tribes against the occupiers, led to the occupation of Azerbaijan.
