Abstract:

poverty with its far-reaching ramifications for the society is a fundamental social problem, especially in the developing countries. In response to the question that who is responsible for eradicating poverty, ‘the government’ is the first answer that comes to mind. Yet, state institutions in most developing countries are too weak and inefficient to properly address the issue of poverty and, hence, we are witnessing a growing rift between the rich and the poor in these countries. In this article, the authors examine the possibilities for poverty eradication through traditional institutions capable of such task and argue that, in the context of Islamic societies, the principle of takaful (in-group mutual aid) and the institutions to which it applies could positively be used to combat various forms of poverty. These traditional institutions all go beyond the customary people-government dichotomy and actually predate the state. Drawing from the holy Qur’an and Itra, we come to realize that institutions of takaful, including the family, kinship, circles of friendship, and the community of co-religionists, that function as supportive-protective layers around individuals, could effectively serve to achieve a society devoid of the scourge of poverty. Instead of pursuing development policies that rely primarily on the welfare capacities of the state and other solutions that basically seek to empower individuals, we could invest in the traditional institutions to which people naturally belong and from which they customarily derive support and protection in times of need and hardship.

Abstract:

The aim of this paper is investigation an analysis poverty line measurement and determination in Yazd province and presents poverty-eradication policies. The descriptive analytic methodology is used. According to this study, the proportion of the 10 percent of the richest to the 10 percent of the poorest in urban and rural areas is 11.04 and 18.16 respectively. These proportions are 15.5 and 13.4 respectively for the whole country. Statistics show that distribution of income in urban and rural societies of Yazd province is better in comparison with of whole country. About 37 percent in urban society and 24.6 percent in rural society of Yazd province live under poverty line. Results of Tiasen and Kakavani models also indicate that if above poverty line in urban and rural areas give 5.6 and 1.9 percent of their expenses to under poverty line of urban and rural areas respectively, all living under poverty line will close to poverty line. In addition to above mentioned solution, using negative income tax policies, developing production properties of groups, transformation in income distribution and improvement of job opportunities can reduce poverty and inequality. Otherwise, not only pover and unequality doesn't decrease but also it became deeper and greater.

Abstract:

poverty’ as a complex and multilateral public problem is under the influence of government policies and performances regarding poverty eradication. Therefore, any change in the level of poverty in the society depends upon policy making system performance (P.M.S.P). In present research, after describing the ineffectiveness of P.M.S.P about poverty eradication, the causes of this problem have been investigated by taking case study method and focusing on the bill of “poverty eradication in Islamic Republic of Iran” (as a sample of P.M.S.P). So the main probable causes of bill’s aborting -as the causes of ineffectiveness of P.M.S.P- have been studied in the framework of research hypothesis. “The indifference and ignorance of policy makers”, “the inefficiency of public policy making system” and “extension and complexity of poverty problem” have been distinguished as the most important causes and have been assayed via gathering experts’ viewpoints. The results of research, by confirming the effect of triple factors, indicate that "the inefficiency of public policy making system" is the main cause of that problem.

Abstract:

poverty has been studied from different aspects in Iran. The methodological and applied review of the studies carried out on the issue of poverty reveals the fact that despite the scientific and theoretical outcomes of these researches, they have been unable to tackle this social, economical and cultural problem, and we are faced with many challenges in this regard. The lack of a national will evolved from the government, nation, private sector and other civil institutes has resulted in the adaptation of different and sometimes contradictory approaches in dealing with the poverty issue which in turn has made the problem more complex and its remedy has become longer. In this study, through the adaptation of a critical view, the inability of the poverty eradication programs in Iran is studied. The study includes the different approaches taken, the history of poverty in Iran, and the major poverty eradication policies of the country. The results indicate that due to the lack of congruence between the theoretical and practical issues, the continuation of the present policies will not result in any significant anti-poverty actions. At the end of the article, the debriefing and discussion sections argues for the necessity of the formation of a national poverty eradication committee which is formed by the representatives of the government, private sector, civil institutes the aims of which are to mobilize the poverty eradication programs.
