Abstract: 

This article is about categorization of Islamic Republic of Iran’s government. the president in Iran is the head of the government and is the executive state and it means the president is the level of execution. The head of state is the supreme leader. The present study investigates the type of policy-making according to the type of government in Iran. This categorization, by following the method of Max Weber, introduces two Ideal types of government related to civil society by the names of self-sufficient state and connection government. The purpose is to sum up the variety of discourses, performances, policies and actions of any IRI governments at a macro level orientation. Such a view can generally link up political, economic, social and cultural policy orientations according to the implications of each type of them. In these four dimensions, connection government is an elitist, modernist, deconstructive and liberal government while the self-sufficient government has populistic, traditionalist, reconstructive and egalitarian features. In conclusion, a way for achieving more integration in choosing policies has been suggested.

Abstract: 

It is aimed to address the role of government and its stand in an Islamic economic system by using economic theories and on the basis of public theory of Islamic state. It is proved that while the first principle in Islam is to prevent government intervention but the opposite will be the case because of economic and jurisprudential reasons to provide the purposes of Islam in an economic life.Therefore a different pattern has been designed for the role of government in economy based on free activity and the economic responsibility of people and also the responsible intervention of government in an Islamic system framework in comparison with other economic systems.

Abstract: 

In the last half of the century, the decentralization of the state is known as one of the key means of development regarded as a democratic process. Decentralization opponents argue against decentralization by eliminating internal unity, increasing internal conflicts, and complicating law enforcement, undermining the state and dividing the country, and proposing the idea of a "strong government as a centralized state". However, the decentralization of the central government to the local government provides grounds for the allocation of powers and powers to local communities, which will not only undermine the government, but also a clear demonstration of legitimacy and democracy in practice. Of course, decentralization requires legal and, at the same time, executive preconditions that affect the empowerment of the state in providing public services, participation and social education, and development of the local economy. The results of this study indicate that decentralization, if properly designed, could increase democracy without undermining the power of the state and, at the same time, give up a degree of power and authority to local communities. Decent decentralization expands the levels of participation and legitimacy, which reduces the cost of maintaining order, increasing the requirement for law enforcement, and reducing the need for government to use power, which ultimately all of the foregoing development.

Abstract: 

Throughout history, government officials and important personalities have always been at risk. The main question of this research is "Is the protection of officials and personalities accepted in Islam"? To answer this question, we referred to the main sources of Islam and this main question was answered by a jurisprudential method. In this study, two different categories of evidence were found,Arguments that agree with and support the protection of personalities and officials in Islam, and arguments that seem to conflict with protection. Following various works and examining the evidence, the result of this research was that protection in Islam is a certain and accepted thing,However, according to the desirable characteristics of the Islamic ruler, the desirable fraternal relations in the community of faith and the beliefs of the believer, conditions and conditions must be set for it. In the meantime, the prohibition of intentional destruction and the order to guard in the prayer of fear are the most important arguments in favor of guarding in Islam. We also see in the biography of the Prophet (PBUH) that he was protected in wars and many bodyguards have been mentioned for him throughout history. Low identification of security in Islam can lead us to the right model for today's complex world.

Abstract: 

Over the past two decades, there has been a significant increase in the attention paid to mobile phone technology globally. This is largely due to advancements in communication and information technology, as well as transformations in the key methods used to improve the government's relationship with citizens, with the goal of fostering greater citizen participation and support in government affairs. Aiming to enhance the relationship between government and citizens in Iran, this study identifies the key components of mobile government personalization and utilizes a qualitative, exploratory research approach. Data was collected through targeted sampling and semi-structured interviews. The thematic analysis technique was employed to analyze the interviews. The research findings indicate that the personalization of mobile government in Iran encompasses five major themes and 16 subthemes, namely social factors (such as e-services and e-participation), e-factors (including productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and e-learning). These factors are vital to enhance the transparency of government activities and improve citizen satisfaction. Additionally, they facilitate and expedite the flow of information to citizens, enabling quick and efficient access without any constraints of time or place. In the last twenty years, there has been a significant increase in the focus on mobile phone technology internationally, primarily due to the advancement of communication and information technologies, as well as the transformation of key methods utilized to enhance the relationship with citizens, which aims to bolster citizen participation and support for government affairs.The present study seeks to enhance the relationship between the government and citizens in Iran by identifying the primary components of mobile government personalization. This study employs a qualitative approach and exploratory research to achieve its aims. Data is collected using targeted sampling and semi-structured interviews. Thematic analysis technique was employed to analyze the interviews, revealing five major themes and 16 subthemes related to the personalization of mobile government in Iran. These themes encompass social factors (e-services and e-participation), e-factors (productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and e-learning). These factors hold significant importance as they can boost the transparency of government activities and foster increased citizen satisfaction. Additionally, they positively impact the efficiency and accessibility of information dissemination to citizens, transcending any restrictions related to time or location.In the past twenty years, global attention has grown significantly towards mobile phone technology due to developments in communication and information technologies, along with changes in key approaches aimed to enhance the relationship between the government and citizens, with the objective of increasing citizen participation and support for government activities. Abstract: 

For about two decades, the different organizations have begun offering various types of electronic services in the world and many researchers have spoken about governments using multiple approaches to become smarter. However, there is no consensus and no precise definition of the smart government, its components and dimensions. On the other hand, the high cost of implementing macro-scale e-service projects encourages governments to initially model e-government and control costs. Hence, over a decade, various models for the development, delivery, evaluation, and other dimensions of e-government have been presented and discussed, but because of the novelty of the smart government as the new generation of e-government, no specific framework and model are provided. The purpose of this research is to identify the components and dimensions of smart government and their classification. Therefore, it tries to use the meta-synthesis method to systematically study scientific documents related to the discussion and to express the dimensions of the smart government. Finally, by using the Shannon entropy method, the indices of each dimension are ranked according to previous studies. The result of the research shows that the smart government has six dimensions: 1. Smart management and leadership; 2. Infrastructure and smart technology; 3. Smart interaction; 4. Smart service; 5. Smart environment; and 6. Smart security. The results of the research show that the proposed model is more complete than other studies, and it has a specific category. This research is the first research to rank the indicators and dimensions of smart government.
