Abstract: 

Investigating the requirements adopted from effective criteria and indices for national laws and regulations is needed for urban PROJECTs execution and these PROJECTs are followed by the least standard deviation. PROJECT success and all staffs satisfaction are in fact the most important issues in urban PROJECTs as well as all kinds of PROJECTs. The most important factor is documentation of PROJECT existance reasons, GOALS, roles and responsibilities, stakeholders duties and authorities in the early stages of the PROJECT which is called PROJECT charter. In this article, which has used explorative method, after reviewing the PROJECT charter literature, various templates in 42 different PROJECTs in the world are investigated. Then we design the preparation step by step and derive the needed criteria and the result of the research is a suitable pattern for PROJECT charter preparation. Regarded that most of the PROJECTs in Iran have not included a PROJECT charter, the researchers of the paper have investigated the current effective factors used to prepare four big PROJECT charters by reviewing their documents and comparing them to designed model.

Abstract: 

Paying attention to the relative alignment of individual and organization GOALS requires that this fact be considered sometimes happens struggle between these two phenomena for several reasons. these two can be in conflict with one another. hence, one of the primary problem that managers are encountered, is that they attempt to combine and reconcile two somewhat contradictory issues, and they attempt to achieve some tools to help them to align and compromise these GOALS. in this article, we effort to examine factors which are effective on the relative alignment of individual and organization GOALS. to do so all factors are discussed in seven indicators: management by value, workplace spirituality, transparency, incentive compensation system, control, environmental uncertainty, participative management. the statistical community is composed of the working staff in the Mind and Design Corporate Behsaz Melat.

Abstract: 

GOALS play crucial role in the development of any system. In education systems too the GOALS determine the attitudes and resource allocation program. Furthermore, not only GOALS incite the personnel and help to improve their work, but also offer a good criteria through which one could evaluate the organizational efficiency. The present study attempts to explore the role GOALS and goal-setting process play in the interdisciplinary sciences. Therefore, first the process of goal-making and the related theories would be explained. Then, different kinds of GOALS and measuring instruments in goal-evaluating process in universities would be explored. Finally, analyzing the role GOALS play in the academic processes, some strategies for goal-setting in programming and assessment in universities would be suggested.

Abstract: 

In this paper, we address a new problem in the context of PROJECT payment scheduling when PROJECT activities are allowed to be crashed with the purpose of maximizing the contractors net present value (NPV). We assume that the contractor is paid at some pre-specified points of time according to the volume of work performed. Upon completion of activities, the cost of their execution is paid. Two different approaches are used to determine the volume of work performed at so called review points. In the first approach, only completed activities are considered. In the second approach, any portions of the activities that are executed are considered. To increase the volume of work performed at the review points, the contractor may decide to crash some activities and as such possibly increases his NPV. As activity crashing costs the contractor money, a compromise needs to be made. Two mathematical models are developed to study each approach and hence help the contractor to make the best decision. These models offer a means of investigating whether it is advisable to crash some activities and are therefore of practical importance. It is shown that the contractor may increase his NPV, even when he pays for the activity crashing costs. The performance of the mathematical models is illustrated using a numerical example.

Theory of the frim and traditional views would refer to the maximization of profit as the sale prime objective of every business enterprise. In the past, the excess of demand against supply of goods and services provided the ground for realization of more number of sales and consequently higher earning and better profitability. Variations in the desires of customers as well as lack of supply resulting to unsatisfied market demands would not lead to competition or giving of any extra effort on provision of better quality. These limitations will create four different environments such as "firm proper", "industry", "national" and "international" and each of these shall impose specific conditions on the atmosphere in which the firm operates. Modern management theories, however, emphasize the overtaking of supply as against demand . As such, the manager"s main focus of attention would be directed towards formulation of objectives and strategies that would lead to the satisfaction of customer and would also make the product long last . Such new objective and strategies are not only essentially important in ensuring the firm success but also would fall in line with the tradition objective of business entites as "profit maximization" . Success or failure of every business enterprise today would depend on such factors as proper definition of comprehensive objective and strategies,clear understanding of business environments, equilibriom between applied factors and restrictions and firm"s capabilities in utilizing such factors.

Abstract: 

The purpose of this article is to investigate important GOALS and strategies of Futuristic Education and consists of two parts. In the first part after reviewing the history of futurism, three main methods of futurism are introduced and their relationships to education discussed.These three methods of futurism are: analytic, visionary and participatory. In the second part, based on the contemporary futurist notions, six general trends for world transformations in the 21st century are identified.These trends are: quick progress of science and technology, globalization, the threat to environment, spread of IT, propagation of democracy,and increase of political and cultural awareness of nations and ethnic groups. After stating these six trends, some of the challenges facing educational systemsin confronting them are discussed and strategies for adjusting the educational systemto cope with these changes are explored.

Abstract: 

PROJECT portfolio management consists of repetitive cycles of PROJECT evaluation، selection and execution. PROJECT portfolio selection is the main part of PROJECT portfolio management. Organization identifies and prioritizes PROJECTs that are mostly aligned with stated strategic GOALS while considering real-world restrictions and considerations that are related to scheduling and resource allocation. In this paper، a new comprehensive model for the PROJECT portfolio selection problem over a planning horizon with multiple periods by maximizing profit is developed in which simultaneous selection، scheduling and resource allocation of PROJECTs are considered. The model incorporates PROJECT interdependency and strategies of PROJECT divisibility، reinvestment، external investment and resourcing in different ways at the same time in choosing the best execution schedule for the PROJECTs in real-life applications. In addition، resource and budget constraints، cardinality restriction، precedence relationship and scheduling، setup and resource costs are included in the model. Numerical examples under eight scenarios are presented to highlight the characteristics of the proposed model.
