Investigating the requirements adopted from effective criteria and indices for national laws and regulations is needed for urban PROJECTs execution and these PROJECTs are followed by the least standard deviation. PROJECT success and all staffs satisfaction are in fact the most important issues in urban PROJECTs as well as all kinds of PROJECTs. The most important factor is documentation of PROJECT existance reasons, goals, roles and responsibilities, stakeholders duties and authorities in the early stages of the PROJECT which is called PROJECT CHARTER. In this article, which has used explorative method, after reviewing the PROJECT CHARTER literature, various templates in 42 different PROJECTs in the world are investigated. Then we design the preparation step by step and derive the needed criteria and the result of the research is a suitable pattern for PROJECT CHARTER preparation. Regarded that most of the PROJECTs in Iran have not included a PROJECT CHARTER, the researchers of the paper have investigated the current effective factors used to prepare four big PROJECT CHARTERs by reviewing their documents and comparing them to designed model.

Good administration, as a factor of rule of law in administrational institutions, is looking for protecting the rights of individuals against the government. This right was stipulated for the first time in the EU CHARTER of fundamental rights and was stabilized in the European Court of Justice. Recently this right was stipulated in Iranian judicial system in the CHARTER on Citizens’ Rights as “ appropriate administration. ” Definitely applying the normative experiences and developments of European Union may be effective in much more clearance and entailment of this right in administrational institutions. Meantime understanding the importance of this right identification in the CHARTER of Citizens’ Right, the question would be that how much this right and it’ s compilations have affinity with the international standards included in the CHARTER of Fundamental Rights and what are the privileges and defects of this document in relation to the CHARTER of Fundamental Rights in the framework of the right to good administration? The inquiry shows that, generally the CHARTER on Citizens’ Rights has a substantial affinity with the CHARTER of Fundamental Rights in introducing the compilations of the right to good administration, but in most cases due to objectiveness and transparency of the definitions and the domain, the right is far away from the criterion PROJECTed for and has got a better approach in accordance to the CHARTER of Fundamental Rights, just in introducing the methods of compensating.

Systemic approach relies deeply on wholism notion holding that investigation into a totality displays not only a comprehensive depiction of that whole and its attitude, but also it is the only means of its real understanding. In CHARTER of UN as a system, understanding of any one of the articles doesn’t lead to a full scale understanding of CHARTER. Systemic approach to CHARTER goes along with relationship notion of CHARTER articles. The bond of CHARTER articles involves self-organizing system entity. Systemic relations are essential for any dynamic system. Self-organizing system relations include evolutionary, structure and control. This article studies these relations in terms of article 51 UN CHARTER.

Background: Considiring the increasing complexity of organizations and the rate of unethical, illegal and irresponsible acts in business, the managers and experts have focused on the ethics of work and management; in this regard, many organizations have defined ethical codes and have created official and educational systems. The purpose of this study was to investigate on organizations assessment in connection with developing and implementing ethical CHARTER. In this study, ethics in place of excellence, the importance of Ethical CHARTER as a strategy in implementing moral principles in the organization and implementation of paid and its role in the study of performance development have been evaluated. Finally, the results of the study sample, some reasons for unsuccessful Ethical CHARTERs are discussed.Methods: This study is practical and descriptive. In this study, 42 companies under Ministry of Communication and Information Technology have been studied for investigation of their situation in compiling and operating Ethical CHARTER.Results: Among the companies included, only 47% of companies had Ethical CHARTER. Among those, 85% were successful in developing the CHARTER. Regarding the ethical CHARTER implantation, 80% of the successful companies in developing the plan could achieve the training and operating score of ethical CHARTER.Conclusion: The results showed that inspite of the emphasis on ethics in organizations, there have not been much investment in this field. On the other hand, only having the ethical CHARTER is not sufficient, and it's implementation is more necessary.

In this regard, the late great Iranian bard called Saadi Shirazi, the poet of all ages and eras, is a world-known poet and philosopher whose clear guidelines can be an effective solution to humans' problems these days. Saadi wrote the following triple rhyming couplets about 800 years before universal declaration of human rights. These couplets are still being caroled in different languages as melodies, Anthems and global music. It is, of course, worth mentioning that Achaemenid Cyrus CHARTER of Human Rights Cylinder was the very first and the oldest human rights CHARTER referring back to 600 BC.
