Abstract: 

Henry Widdowson is an authority in the field of applied linguistics and language teaching. Widdowson is perhaps best known for his contribution to communicative language teaching. However, he has also published on other related subjects such as discourse analysis and critical discourse analysis, the global spread of English, English for Special Purposes and stylistics. The Routledge Encyclopedia of Language Teaching and Learning calls him "probably the most influential philosopher of the late twentieth century for international ESOL" (p. 674). Widdowson is Emeritus PROFESSOR of Education, University of London, and has also been PROFESSOR of Applied Linguistics at the University of Essex and PROFESSOR of English Linguistics at the University of Vienna, where he holds an Honorary PROFESSORship. Since the 1990s, Widdowson lives and works in Vienna. He (HW) and his wife Barbara Seidlhofer (BS) were invited to give plenary talks at Shahid Madani University of Azerbaijan (Tabriz) in 2018. The following is an interview by Dr Farzad Salahshoor (FS) with these scholars at the conference venue. . .

Abstract: 

Public financial management is one of the most important tasks of governments that affects the efficiency of various sectors and economic and social situation of a country. In view of that, the establishment of treasury single account has been known as one of the most essential reforms in the financial management system and public expenditures in different countries. In this respect, this article evaluates treasury single account in Iran by using World Bank’ s "Treasury Diagnostic Toolkit (questionnaire)". The toolkit has been completed by "Treasury Department of Iran", "Central Bank of the Islamic republic of Iran" and "Secretariat Executive Council of IT". The results of the evaluations demonstrate that the performance of the treasury single account in Iran is 67. 4 percent; In other words, it is evaluated as relatively good. Furthermore, a detailed examination of this issue specifies the challenges in this area which can be resolved by correcting and regulating efficient laws and creating the required infrastructures. It is worth mentioning that the complete establishment of the treasury single account can fulfill the fifty-third principal constitution of the Islamic Republic of Iran. Also, it can lead to greater coordination and interaction between the "Plan and Budget Organization of the Islamic Republic (PBO) and "Treasury Department".

PROFESSOR Werner Felix Dutz (Figure 1), an Austrian pathologist, joined the faculty of the School of Medicine of Shiraz University in southern Iran in 1959. He and his wife, Dr. Elfriede Kohout, also a pathologist, had come to Iran for only a two-year appointment at an academic institution in a Third World Country, to meet the existing requirements for eligibility of immigrant status in the U.S. They stayed for fifteen years until 1974, when they left for America and subsequently joined the University of Vienna, PROFESSOR Dutz’s alma mater. Werner died unexpectedly of a heart attack in Vienna in 1984. After World War II, many scientists, medical or nonmedical, from Europe or America, ventured across the globe to transfer their skill and knowledge abroad, in return for the satisfaction of having served where they were needed. Upon returning home, they would usually close that chapter of their life by publishing fascinating accounts of their sojourn overseas. Werner Dutz's undertaking was an altogether different proposition. He belonged to a very rare and special class of scientist – travelers.

Dr. Yahyā Māhyār Navvābī, who recently passed away at the age of 88, was an eminent authority on ancient Iranian languages, an untiring scholar and an influential educator. He will be long remembered by his many students and academic friends inside and outside Iran. He was a PROFESSOR both at Tabriz and Tehran universities.Māhyār Navvābī was born in Shiraz in 1912, where he spent his childhood and had his early education. He moved to Tehran for his secondary schooling and then went on to Tehran University, where eventually he graduated in 1946 with a Ph.D. degree in literature, having written his dissertation on the Achaemenid inscriptions of Bistftn ("the Bistūn Rock"). After teaching for two years at Tabriz University, he had the chance to continue his linguistic studies abroad, first at SOAS in London with PROFESSOR Henning and later at Gottingen, in Sweden.Māhyār Navvābī 's academic career continued as a full PROFESSOR at Tabriz University; several years later he moved to the capital, where he was offered the chair of ancient Iranian languages at Tehran University. After his retirement from Tehran University in 1973, he moved to the University of Shiraz, where he actively participated in editing and publishing the Asia Institute's research journal as well as a series of Pahlavi texts in facsimile.He was a prolific author who wrote numerous scholarly papers, in Persian and English, on linguistic and lexicographic questions. These have been collected in two volumes and published in Shiraz, in 1974 and 2000 respectively. Some of the topics in which PROFESSOR Navvābi was especially interested were the following:1) Obscure and problematic words, found in Ferdowsī's  Šāhnāme and other early Persian texts.2) The early language of Azerbaijan.3) The local dialect spoken in Shiraz up to the 9th/15th century.4) The House of Vesāl of Shiraz, whose members were prominent poets, painters and calligraphers in the Qajar period.Another major undertaking by PROFESSOR Māhyār Navvābī, which was an ongoing life-long project, is A Bibliography of Iran, which he compiled in ten volumes, nine of which have been published so far. These include about one hundred thousand entries, including both books and articles written by Iranologists all over the world on Persian/Iranian history, culture, religions and art.PROFESSOR Māhyār Navvābī died in Sweden of cardiac arrest on 2 October 2000 while visiting his daughter.

Mansūr  Šakk ī, PROFESSOR Emeritus of Modern and Middle Persian at the University of Prague, passed away on 22 March 2000. He was 82. His loss will be long felt in the field of Middle Persian studies. Dr.  Šakk ī's early life was spent in the study of physics, first at Birmingham and later, after his departure from Iran for political reasons, at Prague. Shortly afterwards he was afflicted with a serious pulmonary disease which prevented him from pursuing an active career in physics; he turned instead to teaching Persian at the School of Orientalism in Prague University.In the 1960's he turned his attention to Middle Persian and a serious study of religion and law in the Sassanian period. So much so that he became an authority in these two fields, and contributed many academic papers on these subjects to scholarly journals such as Archív   Orientální, to Encyclopaedia Iranica, and to a number of festschrifts and denkschifts. His published works include three books, namely:- A Modern Persian Phrase-Book, Prague, 1963, 991 p.-- A Study of Nominal Compounds in Neo-Persian, Prague, 1964, 115 p.-- Principles of Persian Bound Phraseology, Prague, 1967, 118 p.

Abstract: 

The purpose of this study was Designing and explaining the Talent Management Process Model of Physical Education Teachers. This is an applied qualitative-quantitative study in two stages. In the qualitative stage, 16 experts of human resources management in sport and physical education experts through purposive sampling were selected to identify the components of talent management of physical education teachers. In the quantitative phase, the model was tested in a survey. The statistical population of this section included all physical education teachers in Iran. According to the research purpose, 384 people were selected in the exploratory factor analysis and 345 people in the confirmatory factor analysis section were selected by Stratified random sampling as a statistical sample. The required data for identifying the components and analyzing the model were collected using a researcher-made questionnaire after obtaining the validity (face, content and structure). To calculate reliability Cronbach’ s alpha and Composite Reliability were used, and to analyze the data, exploratory and confirmatory factor analysis and structural equation were used. The results of exploratory factor analysis showed that 29 finalized items were classified as Components of talent management Process in five dimensions of "Organization Strategy, Identify and Assess, Talent Recruitment, Talent Development & Improvement and Talent Retention ". Finally, examined and tested of structural equation model of the study showed that, overall indices of Structural model were in good condition and the identified factors have a significant relationship with the main structure of the study-the talent management process of the physical education teachers.

Abstract: 

PROFESSOR Ebrahim Behad, emeritus PROFESSOR of Agricultural Research, Education and Extension Organization (AREEO), Isfahan Center, and PROFESSOR at Islamic Azad University, Khorasgan branch passed away at the age of 85 on March 2021. Despite administrative responsibilities, he is the author of several books which some are references mostly for undergraduate students. His key role in holding two rounds of the Iranian Plant Protection Congress is memorable. Also, he published some peer-reviewed scientific articles and a lot of extension booklets and was involved in teaching and supervision the postgraduate students, mainly at the Isfahan University of Technology.
