Abstract: 

IntroductionGeopolitical knowledge, through its field of study, which is a combination of geography and political science, examines the role of geographical sources of power and the use of these sources in the relations between actors. In fact, geopolitical knowledge is based on the two pillars of the geographical sources of power and the relations of the actors. Therefore, in geopolitical knowledge, the relations between the actors are realized based on the geographical sources of their power (Janparvar, 1396). Life and survival are the highest values of creation. Habitat and habitat all make sense in connection with water. But the challenge is that only 2.5 percent of the world's fresh water and only half of this amount is available to humans (Kaviani-Rad et al., 1399: 86). This small amount is also very heterogeneously distributed in the world. On the other hand, the expansion of urbanization, population growth and the expansion of inefficient agriculture have led to the threat of existing freshwater resources (Araqchi, 2014: 93). In the last hundred years, per capita global water consumption has grown 9-fold (Dellapenna, 2001: 209). Despite unprecedented changes in the political geography of the world, in most parts of the world, water has always been a key element in the foreign policy of countries. Numerous examples of conflicts between countries can be cited, including the issue of restricting water resources (for example, Turkey, Iraq and Syria with surface and groundwater pollution of the Danube River in Europe). research methodThe main method of this research is descriptive-analytical due to its theoretical nature. Accordingly, in this research, an attempt has been made to provide a general picture of the concept and nature of hydropolitics and on the other hand to explain the dimensions of hydropolitics. In this research, library and internet information has been used to collect information.Research FindingsThe concept of hydropoliticsAmong the important issues in the field of hydropolitics are numerous and sometimes non-transparent conceptualizations. Studies on the conceptualizations that have been made of hydropolitics seem to be such that, while lacking transparency and comprehensibility, it has not been able to show the relationship between hydropolitics and GEOPOLITICS in a logical way. Based on this, it seems that if we consider the relationship between GEOPOLITICS and hydropolitics in general, the definition of hydropolitics should be in a way that is consistent with the definition of GEOPOLITICS and on the other hand is in a way. Which, while being transparent, can also be understood. If we consider the definition of GEOPOLITICS as GEOPOLITICS is the knowledge, acquisition, productivity and preservation of geographical sources of power in transnational, national, regional and global relations; In other words, GEOPOLITICS is the knowledge of designing and reviewing the strategies of actors to achieve benefits and goals based on geographical sources of power (Janparvar, 1396: 28). Based on the relationship between GEOPOLITICS and hydropolitics, hydropolitics should be conceptualized as follows:Hydropolitics is the knowledge, acquisition, efficiency and conservation of water and related issues as a geographical source of power in transnational, national, regional and global relations; In other words, hydropolitics is the knowledge of designing and reviewing actors' strategies to achieve water-based interests and goals and related issues as a geographical source of power.Hydropolitical dimensionsAs a rule, there are different views and perceptions in the field of hydropolitical forms, some of which were mentioned above and analyzed. It seems that in order to have a systematic and complete hydropolitical attitude, studies in the field of hydropolitics can be conducted in the form of three dimensions.The first dimension: water as a geographical source of powerIn the first dimension of hydropolitical studies, water should be studied as a geographical source of power in the form of four sections as follows.The second dimension: water-based relationshipsIn the second dimension of hydropolitical studies, water as a geographical source of power in the form of four sections should be studied as follows.Dimension 3: Water-based strategiesIn the third dimension of hydropolitical studies, water as a geographical source of power in the form of two parts should be studied as follows.ConclusionThe purpose of this research, which is fundamental in nature, is to provide a favorable and appropriate approach for institutionalizing the concept of hydropolitics. Therefore, in this research, using a descriptive-analytical method, a new model and attitude to the concept and dimensions of hydropolitics have been presented. Among the important issues in the field of hydropolitics are numerous and sometimes opaque conceptualizations. Studies on the conceptualizations of hydropolitics show that most of what has been written, while lacking transparency and comprehensibility, has not been able to logically show the relationship between hydropolitics and GEOPOLITICS. Based on this, it seems that if we consider the relationship between GEOPOLITICS and hydropolitics in general, the definition of hydropolitics should be in a way that is consistent with the definition of GEOPOLITICS and on the other hand is in a way. Abstract: 

GEOPOLITICS is a custom which is based on the geographical strength and priority, political, economical, as well as cultural status of governments. It is on the basis of the dominant politicians and their roles in the society. While in the critical and modern GEOPOLITICS we can describe the history based on the insights of those people who have been against governments and their GEOPOLITICS behavior. Such situations have knocked the dominant group down and Rutlege has interpreted these kinds of situations as “Anti GEOPOLITICS” or “Bottom-up GEOPOLITICS”.Following the GEOPOLITICS logic in using the strict power to impose the values of interest has caused the nations’ resistance and has emerged as “Anti GEOPOLITICS” as opposed to “GEOPOLITICS”.The hypothesis of the present study is founded on the basis of the effect rate of the invisible powers in Geopolitical equations and nations’ resistance in comparison with that of the dominant group and their GEOPOLITICS behavior.The present study using a library method of research claims that the situation is very complex. The results show that for empowering people, it is their resistance and wills which can revolve the traditional power equations.

Abstract: 

Looking at the studies and analyses conducted in the field of Iran's issues with the world, we see the ignorance of Iran's geopolitical aspect. The concern of the present study is why Iran, despite its geopolitical importance, is always analyzed in terms of ideology and political Islam in the international arena? However, given the current geopolitical components and even its future geopolitical advantages, Iran has a potential and actual position and importance at the regional and international levels. The purpose of this study is, first, to highlight the more deliberate neglect of Iran's geopolitical aspect as an existing problem and to show some of its most important effects, and second, to highlight the geopolitical nature of Iran. The data collection method is descriptive-analytical, and they have been analyzed in the framework of the theory of "GEOPOLITICS: The Impact of Politics on Geography" and the analytical framework of "Hermeneutics of Reflection". Based on the analysis of the effects of Iran's geopolitical neglect and with a look at the historical course (contemporary history), the research findings are a set of "historical" and "geopolitical" symbols and signs revealing the importance and determination of Iran's GEOPOLITICS, its precedence on political, ideological, cultural aspects, and the error of degradation in terms of geoculture. The result of this study is to ignore Iran's geopolitical aspect, reduce Iran's effective acting power in the international arena by introducing it more as an ideological actor, and put all the pressure on the Islamic Revolution, political Islam and the Islamic State.

Abstract: 

The concept of GEOPOLITICS which in the course of 20 th century has gone through different phases, can be studied in distinct periods to signify the link between geography and politics. Efforts have been made by theorists in these distinct periods to explain changes in the world order structure, and while proposing the effective factors of changes in the world order, they also analyzie the upcoming orientations of this order. In these distinct periods, the traditional concept model of GEOPOLITICS as part of imperialistic knowledge dealing with relation between land and politics, was studied by geopoliticians. The relation between GEOPOLITICS concept and the ruins Caused by the world wars, led to the nonuse of this term for one or two decades. The outcome of this decline was the seperation of political geography from GEOPOLITICS. During the cold war era, GEOPOLITICS was influenced by challenges of the two super powers. Following the advent of a new viewpoint as critical GEOPOLITICS in 1975, the concept of GEOPOLITICS became more susceptible to revival. With critical GEOPOLITICS, emphasis has been put on the formation of foreign policy rather than on finding out the impressions of geographical factors. This article intends to study the manner of entering to critical GEOPOLITICS arena with a historical - analytical approach.

Perhaps for this reason, somebody believes that GEOPOLITICS is an applied knowledge in nature. Also somebody believes that GEOPOLITICS is guilty in appearance of the first and second world wars, so they challenge the traditional GEOPOLITICS, especially its negative dimension as the imperialist GEOPOLITICS. Appearance of the other approaches such as Critical GEOPOLITICS, Environmental GEOPOLITICS and anti-GEOPOLITICS can be evaluated in this direction.

Abstract: 

Geo politics, as a science which forms the political aspect of geography science, has been considered from different aspects and approaches. From traditional GEOPOLITICS and theories of Friedrich Ratzel, Hoofer and Mackinder, Mahan, Spikeman up to the theories of Koohan, Lacoste and finally post modern and critical GEOPOLITICS, each one has presented an interpretation based on their own objectives and imaginations. But what shall be followed by geo politics is a new approach in GEOPOLITICS and consider the new philosophic strategy for GEOPOLITICS and explain this field based on the new philosophic approaches to promote GEOPOLITICS science, and use such theories with GEOPOLITICS nature for their fundamental and functional analyses.Today, GEOPOLITICS requires to expand his theoretical and philosophical domain. To this end, the writers of this article firstly, try to review the harmony and symmetry which exists between geography and constructivist approach and then by explaining the constructivist GEOPOLITICS, introduce a new approach in GEOPOLITICS named constructivist GEOPOLITICS, the questions arise in this regard are as the following: what symmetry and harmony we can find between the geography and the constructivist approach? And what fundamental concepts are required to propose for constructivist explanation of GEOPOLITICS science? It is noted that this article is written by analytical- descriptive method.

Abstract: 

The Mediterranean Sea has a very important geopolitical position, which has made it enjoy a special place in the structure of the international system. The Mediterranean Sea is called the Mediterranean because it is located between Europe, Africa and Asia and has a very special and unique position. The Mediterranean is connected to the Atlantic Ocean from the west through Gibraltar, between two European and African countries, Spain and Morocco. On the northeast side, it is connected to Marmara and the Black Sea through Turkey and the Dardanelles, and at the bottom, that is, in the southeast, it passes through Egypt and connects to the Red Sea with the 192-kilometer Suez Canal, which is an important part of Egypt's foreign exchange income. Be related to the Mediterranean.Overall, the Mediterranean Sea is a densely populated region with a complex political history that includes many different ethnic groups. This has led to the creation of a complex and fragmented political map. Today, 21 countries with an area of 2 to 2.4 million square kilometers have coastlines in the Mediterranean Sea, including Albania, Algeria, Bosnia and Herzegovina, Croatia, Cyprus, Egypt, France, Greece, Israel, Italy, Lebanon, Libya, Malta, Monaco, Montenegro, Morocco, Slovenia, Spain, Syria, Tunisia and Turkey. This sea has large energy reserves, which has caused regional and extra-regional powers to seek to increase their sphere of influence in the Mediterranean (El Rhazi, et.al, 2020: 1). This importance has doubled in the last few years.Since the early 2000s, a new big game has been formed among regional and extra-regional actors over access to fossil energy fields in the Mediterranean. Along with this capacity, discussions about exploration, production processes and resource transfer options have continued. Although the current situation in the region started 20 years ago, the historical process of offshore drilling in the Eastern Mediterranean dates back to the 1960s. During this time, Egypt and Israel have carried out various drilling operations. Also, each of the Mediterranean coastal governments have declared an exclusive and economic zone, 200 miles long, for the exploitation of energy resources in the seabed. Israel, Egypt, South Cyprus, Lebanon, Syria and Palestine are countries that have potential energy resources and natural gas discoveries are being made in the eastern Mediterranean. The most well-known discoveries in the eastern Mediterranean are the Tamar and Leviathan regions, which were discovered in 2009 and 2010; In total, there are 900 billion cubic meters of gas in these two regions. It is worth noting that 35 trillion cubic meters of natural gas have been discovered in the waters of Israel and Cyprus, and there is a possibility of finding another 85 trillion cubic meters of natural gas reservoirs on the coasts of Syria, Lebanon and Palestine (Demir, Tekir, 2017: 4). These two fields were the biggest deep gas discoveries in the world at that time. Later, the discovery of the Aphrodite field in 2011 and the Zohr gas field in 2015 changed the position of the Mediterranean Sea from regional to global. The proven reserves of hydrocarbons and new discoveries in the Eastern Mediterranean may not be comparable to the reserves of Saudi Arabia, Iran, Qatar, Russia and the UAE, which will turn the entire region or any of the countries that own it into a global energy player, but it can play an important role in the global market. especially in Europe; It can also be an important energy transfer pathway. According to the latest estimates, the oil and gas capacity of the Mediterranean region is approximately 5 billion barrels and more than 13.5 trillion cubic meters, respectively (Kavaz, 2021: 4). The discovery of a significant amount of extensive energy resources in the Eastern Mediterranean has turned this region into a multidimensional competitive environment. Europe plans to turn the Mediterranean into one of its main energy supply points, and so far it has taken great steps in this direction.In this research, considering the vastness of the Mediterranean Sea and the variety of commercial activities in it, we want to study the importance of the Mediterranean Sea for regional and extra-regional powers by emphasizing the energy field, and we are looking for an answer to the question that the importance of the Mediterranean Sea for regional powers and What is a metaregion from the perspective of energy? And what is the importance of the Mediterranean Sea in the evolution of the world energy market? And what role does the Mediterranean Sea play in transferring energy to other parts of the world? In this article, we are looking for answers to these questions by using documentary sources and analytical descriptive method. This research is important from the point of view that solving many current disputes or reaching future agreements in the Mediterranean is possible by understanding the importance of energy in the region, and it is possible to draw various regional models in this field, which can ultimately lead to regional cooperation and increasing peace and lead to stability. The necessity of the present research is that almost among scientific researches, the gap of comprehensive study of this issue is felt, which has caused many developments in the Mediterranean to remain unknown to the audience.The Mediterranean is always very important as a strategic area for regional countries and great powers. The Mediterranean is one of the main energy supply areas of Europe, which can reduce Europe's dependence on Russian gas. As a result, both Mediterranean basin countries are looking for European markets and West Asian countries are looking to transfer their gas to Europe through the Mediterranean. According to what has been said, in the past few years, the Mediterranean has become more important and many regional and extra-regional powers are seeking to increase their presence and influence in this area. Reducing dependence on Russian energy, guaranteeing investment contracts for American oil companies and ensuring European energy security are among the most important reasons for the importance of the Mediterranean Sea for extra-regional powers in the energy debate.  Also, for regional powers, becoming an energy hub, participating in energy corridors, concluding multilateral contracts in the field of energy and transferring liquefied natural gas are among the most important reasons for the importance of energy discoveries in the Mediterranean for the countries of the region. With the calming of the internal conditions and the establishment of political stability in Syria and Lebanon, these two countries can also play the role of transit and bring oil and gas from the Middle East to Europe. In the meantime, the Islamic Republic of Iran can play a prominent role in supplying energy to Europe, especially in the current war between Russia and Ukraine.

Abstract: 

Territoriality is considered in the political geography and GEOPOLITICS as one of the fundamental issues. Territoriality is man making political structure that seeks to divide space. Territoriality is political nature or the nature of the dispute and no existed without ruthless dividing of space into separate parts and the exclusive allocation of space. Therefore, territoriality is purposeful process and may pursue various purposes, including economic, security, identity, stimulus or even emotional. This paper intends to use the three elements of "space", "power" and "identity" to explain the formation process of discursive territoriality and using three categories: the context (proximate or distal), analytic form (post-/structuralize or interpretive-explanatory) and political stance (involved or detached), achieved the systematic and purposeful discourse analysis in critical GEOPOLITICS. And finally, with local and mouffe's theory of discourse divided into three interdependent apparatuses: the discourse apparatus, the identity apparatus and the politics apparatus this result is achieved the ways in which critical GEOPOLITICS scholarship has understood and made use of discourse analysis.

The knowledge, which obtains by the research activities about the subject matter, is being formulated in the form of facts, Laws, models, theories, and general propositions.GEOPOLITICS as the branch of political geography, from the conceptual and philosophical dimension, has been in swimming during the last century, and there have been different view points on its nature, such as, study, discourse, issues, science, subject, approach and soon.As the result of this situation, GEOPOLITICS dose not have stability in subject matter, philosophy and methodology.Therefore it dose not have the strong literature in the field of scientific facts, laws, theories and general propositions.This article tries to consider the nature and philosophical basis of GEOPOLITICS, and argues that in spite of the weak systematic literature on it, GEOPOLITICS has the potential for enactment a philosophical basis, and has power for production of general proposition as well. So it can be known as a scientific discipline.
