Abstract: 

The objective of this study is to construct an approach based on the fuzzy analytic hierarchy process (FAHP) and balanced score card (BSC) for evaluating an IT department in the manufacturing industry. The BSC concept is applied to define the hierarchy with four major perspectives (i.e. financial, customer, internal business process, and learning and growth), and performance indicators are selected for each perspective. A fuzzy AHP (FAHP) approach is then proposed in order to tolerate vagueness and ambiguity of information. A FAHP information system is finally constructed to facilitate the solving process. The results provide guidance to IT departments in the manufacturing industry regarding strategies for improving department performance. The constructed information system is suggested to be a good tool for solving other multiple- criteria decision- making problems.

Abstract: 

Rapid population growth, economic and social development, urbanization, and increased food demand have put pressure on freshwater resources in different regions of the world. Increasing demand for water leads to overexploitation of water resources and water shortage. Therefore, there is a need for effective alternative solutions to deal with this problem. Collecting and harvesting rainwater is one of the practical solutions to deal with water shortage. However, the selection of potential areas for the location of rainwater harvesting structures in a watershed requires the examination of several factors, including topography, land slope, soil type, rainfall intensity, land use cover, drainage, river flow, and socio-economic criteria. This shows that the planning and implementation of rainwater harvesting projects is a multi-objective and multi-criteria problem that depends on several criteria. Therefore, the integration of geographic information system (GIS) and multi-criteria decision analysis (MCDA) approaches is essential. In this research, a GIS-based model with a combination of fuzzy logic and AHP was used to determine suitable areas for the construction of rainwater harvesting structures in the Golidagh watershed for 2018. The results showed that 9.92% of the studied area has very high potential, 25.7% high, 21.58% moderate, and 42.8% poor rainwater harvesting potential. According to the findings, it is suggested to create suitable rainwater collection structures in designated places to reduce water shortage.

TODAY, THE PROJECT SELECTION AND PRIORITIZATION, IS AN IMPORTANT ISSUE FOR MANAGEMENT DECISIONS IN PROJECT-BASED ORGANIZATIONS. PRESENCE OF MULTIPLE PROJECTS HAS IMPOSED PARTICULAR CONDITIONS ON THIS ORGANIZATIONS AND PROJECT MANAGERS. Abstract: 

This paper propose a solution method for assigning limited liquidity to contractors based on the project priorities which is one of the current issues in project liquidity management. The aim of this research is to introduce an approach to resolve the problems of public contractors in assigning resources to oil and gas projects. In this paper, first the effecting indices on contractors' performance are determined by Fuzzy AHP method. Then, the importance weights of the related criteria are calculated and the final scores of the contractors are found by TOPSIS technique based on the indices. Afterwards, the contractors are ranked. At the end, the method of assigning limited liquidity to the contractors is introduced using a heuristic algorithm. The actual data of a public contractor in oil and gas industry are used to illustrate the proposed procedure. Finally, the results and suggestions for further improvement are shown.

Abstract: 

One of the most important tools to determine performance strengths and weaknesses, identifying opportunities and corporate external threats is company ranking. Tehran Stock Exchange try to rank based on qualitative criteria, such as timeliness of information, disclosure quality and appropriate update notification but this paper by combining AHP method and Fuzzy theory consider the uncertainty conditions by logical and practical models. Because of the importance of financial ratios are different between different groups (such as teachers, auditors and investment consultants), by using a questionnaire; weights of indicates were calculated, then by using TOPSIS model in banks in Tehran Stock Exchange (2011) were ranked. The result of research showed that the mentioned rank with the Tehran Stock Exchange ranking according to using the different ways, are not the same.

Abstract: 

Earthquake is one of the natural disasters on earth that causes a lot of economic and human losses every year. Although this natural hazard cannot be predicted with current science, use of technology and technological progress, makes it possible to plan properly to reduce damages. These measures are the result of recognizing and examining the potential areas of the earth where there is a possibility of earthquake risk, and by taking advantage of it and analyzing them, the necessary preparation for earthquake prevention or control can be obtained. In this purpose, the geographic information system plays a significant role in the integration of related maps. In this research, the impact of various factors on the occurrence of earthquakes and the zoning of earthquake risk in Kermanshah county has been investigated. In order to achieve this, the fuzzy hierarchical analysis method was used to obtain the weight of each of the studied criteria and the degree of their impact, and by obtaining the small values of the weight of each criterion, a fuzzy weight map of the criteria was prepared and finally a risk map. The acceptability of different areas of Kermanshah county has been obtained. The results show that 15. 6% of Kermanshah county is at risk of earthquake with "high" degree and 16. 7% with "very high" degree. Also, 18. 2 percent of the villages in Kermanshah county are at risk of earthquake with "very high" degree and 17. 7 percent with "high" degree, and in the urban area of Kermanshah, the risk of earthquake with "very high" degree is equal to 6. 3%. And it covers 18. 1% of the area of Kermanshah city with "high" grade.

Abstract: 

Iran is one of the flood-prone countries in the world, and due to climate changes in recent years, we will see more destructive floods in the future. The more prevention and measures are considered, the less human losses and economic costs will be involved. Identifying flood-prone areas is one of the primary measures to deal with them. The Kermanshah township was not separated from this and this research was conducted with the aim of preparing a flood potential map of Kermanshah township. Considering that there are many parameters that are effective in flooding, so in this research, seven parameters of height, slope and direction of slope, vegetation, land use, density of watercourse or drainage network, precipitation and distance from the watercourse are selected and the corresponding map for each one was prepared. In the next step, the maps prepared using the fuzzy AHP hierarchical analysis model were weighted and finally the layers were overlapped using the gamma fuzzy operator in ArcMap software, and the maps related to flood risk zoning in the Kermanshah township. Was obtained. The area and areas of flood risk in Kermanshah township with very high, high, medium, low and very low degrees was calculated as percentage 6.3, 9.1, 10.4, 16.7 and 28.6 respectively and the area of the regions with flood risk in Kermanshah city with very high, high, medium, low and very low degrees equal to 19.3, 26.4, 2.5, 17.3 and 34.5 respectively.

Abstract: 

Background Every organizational unit requires ethical codes, also known as professional ethics, in compliance with its professional structure. Therefore, this study was conducted to identify and rate the indices of professional ethics for faculty members using the fuzzy analytical hierarchy process (FAHP). Method The statistical population of this descriptive-survey study included faculty members, and university students and graduates of Islamic Azad University. The sample size was determined using the theoretical saturation; in addition, both stratified multistage sampling and convenience sampling were used for sampling. The data collection instruments included a researcher-made questionnaire and available documents. Data analysis was done using the open-coding table, central tendency of mode, and FAHP. Results The survey identified approximately 80 indices of professional ethics with high impact factor, which must be evaluated in system of performance appraisal for faculty members. However, reviewed documents showed that currently less than 15% of these indices are used in the codes and forms of performance appraisal and development for faculty members of Islamic Azad University. Conclusion Results suggested the necessity of drawing up a professional ethics charter, exploiting fundamental indices of professional ethics in system of performance appraisal, and creating a distinct perspective called professional ethics in the codes and forms of performance appraisal and development for faculty members to improve the teaching-learning process.

Abstract: 

Introduction: Understanding the status of tractor power in any region is a key factor in setting a mechanization planning to improve the capacity of mechanized operations. For this reason, it is necessary that the available tractor power in each region meet the needs of agricultural operations in the most demanding time of cropping season in terms of operations related to machinery. Materials and Methods: The objective of this study is needs assessment and prioritizing the power arrival in the agriculture of Khuzestan province. Required data, such as the number of tractors, areas under crop cultivation, size and number of farmlands, and crop yield were collected from the beginning of the first economic, social and cultural development plan until the end of the fifth development plan. Given to peak of operations, working hours per day and the probability of working days, input power required for each county was calculated. To determine the priorities for arrival power to counties, four criteria, including mechanization level shortage, percentage of obsolete tractors, the harmonic mean of production and area (ha) per tractor ratio (ha/tractor) were applied using TOPSIS-AHP based approach. Technique for order preference by similarity to ideal solution (TOPSIS) is one of the strongest methods in multi-criteria decision making. This method is based on the calculation of geometric distance of alternatives from positive ideal solution and negative ideal solution. Analytical hierarchy process (AHP) was used for weighting to criteria. AHP is one of the most famous multi-criteria decision making methods which has been used to estimate a total score for each criterion, compare indices using pairwise comparison and assess their score for one criterion. AHP is based on the decision-maker experience and knowledge. But since decision-makers rely on their mental ability and experience for doing comparisons, for reasons such as inadequate knowledge and information, complexity of the problem, lack of confidence in decision-making environment and lack of a proper scale, they are not able to express their preferences in the form of pure numbers. So conventional AHP has not enough potential for working based on human thinking style. For solving this problem, the theory of fuzzy sets can be used. Results and Discussion: Based on the results, 6682 tractors with theoretical power equivalent as 75 hp should be added to provincial fleet to ensure timely agricultural operations in Khuzestan province. The required 75-hp tractor units are 1163, 750 and 742 for Dasht-e Azadegan, Andimeshk and Ahvaz, respectively and Abadan, Khoramshahr, Shadegan, Shushtar, Shush, Andika, Bavi, Behbahan and Hendijan did not need to import any new power due to higher theoretical power available compared to required power. The needs difference of counties came from the difference between counties area under cultivation in the peak work area. Almost there was one tractor per 50-ha area under cultivation in the province. Mechanization level was calculated as 1. 2 hp ha-1. Based on the tractor classification by Mechanization Development Center, tractors over 13 years age are known as obsolete, so mechanization level could be reached down to 0. 7 hp ha-1 by eliminating these tractors that included 40% of total tractors in the province. Coefficient of variation related to the mechanization level of counties was calculated as 47% that indicates imbalance between provincial regions. The average of variation coefficient of farm lands was obtained as 301. 96 % for the province. Also correlation between mechanization level and coefficient of variation of farmlands was-0. 436 in 5% level. In order to determine the priorities for importing power to each region of Khuzestan province, the ratio of area under cultivation (ha) to tractor unit assigned highest weight (0. 3, 0. 41, 0. 54). Gotvand, Andimeshk, Izeh and Bagh-e Malek, had highest priority for importing power, respectively. Conclusions: Results indicate an inappropriate distribution of tractors without considering the actual local need for them. Appropriate distribution of power is more important than quantitative distribution of tractors in Khuzestan province, because power in some regions is more than required power that cause wasting capital. In opposite, the shortage of power resources in the peak of workload in other regions, cause timeliness costs for farmer. Based on this, a necessity for regional planning is felt in the provincial strategic plans to make appropriate and coherent environments.
