The media is a means of conveying a collective message, and this communication is the cornerstone of a democratic society. In such a society, people are informed about their rights and duties through the media, and play key roles in decision-making and participation in governance and calling for the good according to the third and eighth principles of the constitution. These participations and benefits on the part of the people and on the other hand the activism of the media and their brokers, are subject to the legal requirements, which should be protected from any kind of veiling and fully available to the people according to the clear and transparent nature of the law. Therefore, the Codification of media laws, including the compilation, classification and distinction of executive and valid laws from others, is a necessary matter, which is simple due to the complexities of the media, especially technological developments, as well as the joint legislation of the Islamic Parliament with other rule-making institutions. The author's question in this article is about what and how to codify the laws about the media, which will be addressed with a documentary method and a descriptive-analytical approach. The findings of the research also indicate the conceptual and institutional challenges of Codification, and the necessity of Codification on the axis of goal-oriented interpretation and protection of the principle of the rule of law, transparency and coherence of the law, equality and legal-judicial security.

The major challenge in front of Iran’ s legal system is the problems derived from multi-legislation of acts. It routes from the very beginning of the legislation age in Iran since 1906 until now which has resulted in a large number if laws and regulations laid by different powers of government. Nowadays the management of this massive volume of laws and regulations is a serious problem that needs consideration. Different attempts have been made since 1960s to manage the legislative inflation in Iran. Even two laws are enacted in 1971 and 2010 in this respect, but good to mention that most of these efforts are regarded to the depuration of laws and regulations not Codification of them. Thus it’ s necessary to recognize and remove repealed laws and regulations and to edit them, all as a part of the Codification in its formal sense that is fulfilled in some countries such as United States, France and Argentina. The main purpose of the Codification is to consolidate all existing laws and regulations regarding a specific subject in a single text with a unified and comprehensive structure and as well to locate all articles and sub-articles in the suitable proper place in this structure. In this sense, formal Codification goes higher than mere revision. The research method taken is both descriptive and analytic.

Police forces are the organization in charge of ensuring the security of the country and in planning law enforcement policy and public security arenas and social discipline despite having experiences and implicit and explicit knowledge have lacking in codifying the general policy of Iran police. The purpose of this research is to codify general policy of police. Research objective is practical and fundamental. and its method is survey and mixed approach is used. Present research has benefited from some statistical populations therefore the method of determination of sample size accordingly will be different. In review and study of documentations, method of total count was used. Completion of questionnaire and interview with managers were according to listed features in statistical population and according to which sample size was defined. Purposeful method was used. Data collection through documents and method of questionnaire field study and deep interview ) experts view points( were carried out and then the interview were written down and for data analysis, method of coding and for analysis of qualitative data, method of grounded theory by MAXQDA software tools were used. In addition to using experts experiences, the general policy of Iran police by method of Delphi method was counted, regarding the results of T test, in case of the average value of the index in case study was higher than value 3 and the Significance level value was lower than %05 the index under study is desirable. The experts in general have accepted the 27 types of policies but have offered viewpoints and suggestions for correction and compilation of titles in each of 27 types of policies. Additionally analysis and refinement of final results were considered. Consequently 15 policies in the case study were counted.

After more than 50 years of Codification in Iran, we still have problems in this field. One of these problems is the confusion between two concepts: macro (Tadwin/Codification) and micro (Tanqih/Depuration). Generally they are regarded to have same importance or even same meaning erroneously. In our legal literature and even in the legislative system these two concepts are alternatively misused. Etymological and comparative studies, however, reveal that the best translation for “Codification” is Tadwin. Tanqih is one of the components of Codification framework, the task of which is to depurate and expurgate obsolete or contradictories from an official legislative text. Codification own other aspects like systematizing the legal system and filling the gaps which are not necessarily concerned with depuration.

Background: One of the important factors in success of sport teams is the role of coach. An experienced coach can improve athletes' performance and the team's by his knowledge and experiences. The purpose of this study is determination of criteria for national volleyball coaches in the country.Method: In this descriptive-measurable study information related to selecting the criteria for the coaches were collected by questionnaires. Then the importance level of each criterion in selection of nation volleyball coaches of the country was examined by gathering the person's ideas. For this purpose 92 people including coaches, managers, elites and players as the respondents participated in the survey.Results: The results showed that there is no significant relation among groups of coaches, managers, elites and players in the field of technical, managerial, social and personality indexes in the selection of volleyball coaches of the country. Also, there is no significant relation in total respondents' opinions in selection of coaches’ indexes. Finally, according to the total respondents' opinions, in order of importance, technical, managerial, personality and social indexes are the most important criteria in selection of national volleyball coaches of the country.Conclusion: According to the respondents' views, managerial, technical, and social indexes are the most important criteria in selection of national volleyball coaches of the country.

Objective: Today, in order to survive in the sport markets, need to be dynamic. Sport marketing science provides a good foundation for proper marketing methods. The aim of this study is codify the wrestling federation marketing strategies based on SWOT analysis. Methodology: The method of this research is descriptive-survey. Based on the objective, it is applicable. Total of 73 people, including the boss, vice chairmen, committee officials, referees, and coaches of the national wrestling federation (33 people) were selected as the sample. Among the experts in the field of strategic marketing and sport marketing (40 people) were selected randomly and voluntarily. In the present research, a researcher-made questionnaire was used to study the internal and external factors of the federation's marketing strategic plan, which included 77 questions (11 strengths, 25 weaknesses, 19 opportunities, and 22 threats). The validity of the questionnaire was verified by 19 experts in this field and the reliability of the questionnaires was 0. 89 by Cronbach's alpha coefficient. The swot process was used to determine the status of the organization and ranking the factors of strategic planning for Iran wrestling federation, Friedman test has been implemented. Results: According to internal, external, and strategic SWOT analysis, the findings of the research showed that the federation's marketing position is at WT rank with maintaining the current status. According to the results of the SWOT analysis matrix, it is better to use a defensive and stabilizing strategies to manage the Wrestling Federation's marketing domain. Conclusion: Therefore, codify of macro-management policies in order to make the sport more profitable, attention to the revenues from sustainable development, using the concept of outsourcing and securing the investment platform are among the most important strategies proposed in this research.

AbstractIn this study, the authors try to formulate appropriate regional development strategies in the comprehensive development strategy of Astara city and neighboring regions as well as prioritize development strategies in this area, taking into consideration the strengths, weaknesses, opportunities and threats. They have come to the fore and, using a descriptive-analytical approach, library studies and SWOT matrices have sought to develop a regional development strategy for the city of Astara.The findings of the study indicate that, given the internal (strengths and weaknesses) and external (opportunity and threat) scoring criteria, the strategies extracted from the SWOT matrix are in the offensive (SO) state and these strategies are: : Reduction of customs duties and removal of visas with the aim of facilitating trade and economic development of the border region, development of coastal tourism and medical tourism, expansion of geoeconomic relations with Caucasian countries.
