Efficiency-oriented instrumental rationality which is considered by management scholars is going to be replaced by Context-bound Rationality in sociological approach. Economical logic of efficiency necessitates the structure to be designed in order to increase the efficiency of the organization and to contribute to optimization, while social logic of legitimacy deems the symbolic functionality of the structure necessary for organizations and recommends duty- bound avoidance of efficiency in designing organizational structure. This article tries to clarify the impact of water as determinant factor in social structure of Iran and its concealment in historical unconscious and consequently its influence on formal and contemporary real organizational structures.

BUREAUCRACY as a technical tool to control and manage the administration has many legal dimensions.  The impact of this importance on the relations of citizens, their rights and freedoms as well as the shape of the political regime is undeniable with a little reflection.  We cannot respond to the weaknesses of BUREAUCRACY, as the most powerful and reasonable method that has ever existed to run the organization, by removing or replacing another method, so finding solutions to minimize its damage seems necessary.  This is the main idea of   this article.  By dealing with the harms of Weberian BUREAUCRACY, the way to reduce it is proposed. The relationship between the authority of the administration and the organized BUREAUCRACY will be followed by posing the following questions: First of all, can the authority of the administration be the balance point of BUREAUCRACY in modern administrative law and Weberian BUREAUCRACY, and secondly, in the assumption of proving the first question, how can it achieve this balance?  to act With the introduction of discretionary competence, this organized assimilation and its transformation into a purely materialistic set will be balanced to a significant extent

The purpose of this study is to examine the interaction between Iranian bureaucratic characteristics and the Society's cultural traits. Data was collected via questionnaire, semi- structured interviews and documents from four Iranian ministries. Findings show that the Iran's bureaucratic features of rule obedience, professionalism and merit, deviate from those of Weberian legal- rational ideal type. In addition, we found that the prior studies of the society's cultural traits will support the results. The findings of this research imply that the public administration of Iran has to take on a rigorous administrative reform in order to make public organizations more effective and competent. Otherwise, the society's vision toward its developmental goals will be at stake. It is assumed that a competent BUREAUCRACY, in the long run will positively affect the cultural traits that are favorable for developmental goals.

The Seljuks succeeded in creation a strong government and a widespread empire that was unrecorded in the history of Iranian Islamic Age. The government before the Seljuks had not so widespread power and had established rather weaker organizations in their state and govermental and structure. The Seljuks for managing their vast territory which could be compared with the Sassanid territory bounolaries needed a strong and coherent BUREAUCRACY. Expansion of ministry institution and different courts (divans), with the role of Iranian bureaucrats in it, added to the Seljuks government importance. Khwaja Nezam-ul Molk's cultural and political impression from the ancient Iranian ideas, doubtless, caused establishmen of bureaucratic system stronger than before and affected by Sassanid age in that time. Researching ministry court in the Sassanid age and its comparison to Seljuks bureaucratic organization with what Maverdi and Ghazzali brought in their works, about the importance of minister role, will show, how has been the Seljuks’ bureaucratic system with the Sassanid bureaucratic system. Searching the role and rate of the Seljuks from previous organization and specially the similarity of minister importance in the Seljuks age with Sassanid age, defines, Seljuks favorites for creation a great empire similar to the Sassanid age.

Policy making and public controlling in modern societies and Economics are undertaken through BUREAUCRACY, But mainstream Economics has not shown enough concern on BUREAUCRACY. Researches done during last two decades show that the quality of BUREAUCRACY can effect economic performance through different channels. Revolving Doors Theory is one of the latest concepts in International Studies. This paper is trying to examine how BUREAUCRACY effects economic performance, What are the components of BUREAUCRACY in Iran and from which channels the current situation of BUREAUCRACY in Iran can effect the economic performance. The results show that in all common triggers in the economic policy-making, inappropriate and poor quality of the BUREAUCRACY in Iran leads to non-conductive BUREAUCRACY and reduces the efficiency of reformative policies. Therefore, legislating a reformative law in parliament and applementing by the government is not an ending point, because the poor quality of BUREAUCRACY can hinder its effectiveness.

This article aims to understand the nature and causes of reproducing bureaucratic corruption in transitional societies from the legal sociology view point. According to the authors, since the operation of bureaucratic system firstly is determined by the nature of power elites and the present structural relationships in the society; on this basis, the protector-nurturing mentality and surveillance lacking of dominant elites alongside lacking rule of law is the pivotal factor of growing corruption in transitional societies. This dilemma gradually leads to forming an anomic situation in various structures of BUREAUCRACY and changing it into an arena for rent-based games and thus, causes the process of development to wane and accordingly, causes the society to involve mentally and morally in contradiction and turmoil and from the perspective of political economy subject to increasing passivity and devolution. The final resultant of this situation is social capital crisis and vulnerability in human capital. The article with an expressive approach and in the mold of combination of various sociological theories shows why and how bureaucratic corruption in transitional societies continues reproduction, and finally deals with the foundations of an anticorruption policy and its implications.
