Abstract

 ALTHOUGH THE COMMON EXPRESSION OF "MONEY LAUNDERING" ISN’T A NEW TERM IN THE BANKING SYSTEM AND ECONOMIC LITERATURE, BUT STILL THIS TOPIC NEEDS TO UPDATING AND RESEARCHING ALONG WITH THE DEVELOPMENT OF BANKING PROCEDURES AND COMPLICATED POLITICAL CRISES. APPLYING THE PRECAUTIONARY METHODS BY FINANCIAL INSTITUTIONS AND BANKS COULD HAVE AN IMPORTANT IMPACT ON IDENTIFYING AND PREVENTING MONEY LAUNDERING OPERATION AND ALSO INDUCES A FORCE TO CORRECTING THE BANKING PROCEDURES. THIS CORRECTING AND UPGRADING OF THE BANKING PROCESSES AND PROCEDURES IS NECESSARY BUT IS NOT SUFFICIENT AND IT IS DEPENDING ON THE ECONOMIC POLICIES OF THE GOVERNMENT AND THE POLITICAL SITUATION OF THE COUNTRY. SO, A SUFFICIENT CONDITION FOR ACHIEVING A HEALTHY BANKING DEPENDS ON THE GOVERNMENT POLITIC AND PROCEDURE IN THE ECONOMICAL AND BANKING SYSTEM THAT THIS PROCEDURE AND VIEW VARY BETWEEN COUNTRIES. MONEY LAUNDERING OPERATIONS HAVE MANY NEGATIVE SOCIAL AND ECONOMICAL CONSEQUENCES, SUCH AS CREATING A FALSE AND VIRTUAL SPACE OF ECONOMIC EXCHANGES, ECONOMIC INSTABILITY, WEAKENING OF GOVERNMENT SUPERVISION, MONITORING AND CONTROL ON THE ECONOMY, CHANGE OF INVESTMENT FROM PRODUCTION TO BROKER AND BLACK OPERATIONS, IMPAIRING THE ACTIVITIES OF PRIVATE SECTOR AND PREVENT HEALTHY COMPETITION, ADVERSE OUTCOMES IN THE BANKING SYSTEM, WEAKENING OF NATIONAL PRODUCTION, INCREASING THE RISK OF FOREIGN INVESTMENT, INFLATION INCREASE, STRENGTHENING TRAFFICKING AND TERRORISM, AND LOSS OF SOCIAL AND PUBLIC TRUST TO BANKS AND FINANCIAL INSTITUTIONS. MONEY LAUNDERING IS A PROCESS THAT THE INCOMES OF CRIMINAL ACTS AS DIRTY INCOME ENTER TO THE ECONOMIC CYCLE AND WILL BE PURIFIED. IN THIS PAPER, THE TOPIC OF "MONEY LAUNDERING" HAS BEEN DISCUSSED AGAIN FROM ANOTHER PERSPECTIVE AND AT A GLANCE ON THE "THIRD WORLD COUNTRIES".
