Wider use of ICT and e-commerce across the economy as the cause of change and fast in the international business environment and create new rules and methods of competition. In early 1380s, textile equipment modernization programs with the aim of increasing the competitiveness failed. One reason for this failure was the lack of use the tools of e-commerce as a complementary software technology in the process of modernizing the country's textile industries .Estimate the relationship between costs and investments of e-commerce in Iran's textile and apparel industries and their competitiveness during the period 1375-1385 show relationship between investment and cost of e-commerce tools and the competitiveness of these industries is no signification. So the policy and planning to expand the use of e-commerce tools in the textile and apparel industries can play an effective role in increasing their competitiveness. Development of the E-Commerce in manufacturing companies and planning in this area requires knowledge of the factors set effecting in the decision of manufacturing companies is more use of e-commerce tools. These factors can be divided into four categories organizational structure, e-commerce infrastructure and support agents, governmental and legal and cultural factors and social factors. Field survey results indicate that organizational structure (prospective and strategic management, business size, flexibility, performance and expected performance) have the greatest impact on the use of e-commerce tools. After wards the appropriate supporting factors (availability of skilled workforce and ease of use) and social and cultural factors favorable make greater use of e-commerce tools for the textile and clothing comapies in Isfahan. Policy and planning to enhance and improve these factors can be used to increase e-commerce tools and improve the competitiveness of textile and apparel industries of Iran.
