Today, the traditional model of public administration with particular attention to the obstacles and problems of efficiency and effectiveness have not needed. And over the past two decades, public management in developing countries have been undergoing radical changes and this is while the increasing complexity and rapid changes caused inefficiencies of traditional styles, organizations and even governments have been.
Governments have always had responsibilities and duties and to perform the duties and tasks have been consistently use tools. Major emphasis methods and tools used, their efficiency and effectiveness in the administration, but with significant changes in the duties and roles of governments has occurred, naturally changes in the methods and tools must happen to allow the public affairs community guided.
