REGARDING TO NECESSITY OF DEVELOPMENT PROJECTS IN COASTAL AREA THAT CAUSE DESTRUCTIVE CHANGE IN ENVIRONMENTAL AREAS, THIS PAPER IS TRIED TO BRING AN ENVIRONMENTAL CARRYING CAPACITY WITH USING A MULTI- DIMENSIONAL MODEL FORMED BY DELPHI METHOD AND AHP MODEL. THE CRITERIA WERE DIVIDED INTO TEN MAIN CRITERIA AND TWENTY-FIVE SUB-CRITERIA. THE VALUE OF EFFECTIVE FACTORS ON VULNERABILITY WAS DEFINED BY ANALYTIC HIERARCHY PROCESS METHOD WITH AID OF EC SOFTWARE. IN THE PRESENT RESEARCH, THROUGH THE MAIN FACTORS, WAS EVALUATED, OIL & GAS INSTALLATION INDEX AS THE MAXIMUM SCORE AND AGRICULTURE INDEX AS THE MAXIMUM SCORE. THIS PAPER MAKE THE ENVIRONMENT STRATEGIC POLICIES IN ORDER TO DECREASE THE VULNERABILITY OF DEVELOPMENT PROJECT ENFORCEMENT AND ALSO WITH REGARDING TO COASTAL BUSHEHR AND VULNERABILITY INDICES PRIORITIES, WILL BE ESTABLISHED THE CONDITIONS TO BALANCE BETWEEN ENVIRONMENT AND DEVELOPMENT PROJECTS.
