Abstract: 

ONE OF THE MOST ACCURATE TECHNIQUES FOR HUMAN IDENTIFICATION IS BASED ON THE UNIQUENESS OF THE RETINA BLOOD VESSELS PATTERN. IN THIS PAPER, WE PRESENT A NEW APPROACH FOR HUMAN IDENTIFICATION USING RETINA RECOGNITION. THIS APPROACH IS INSENSITIVE TO ROTATION, SCALING AND TRANSLATION. FOURIER-MELLIN TRANSFORM COEFFICENTS AND MOMENTS OF THE RETINAL IMAGE HAVE BEEN USED AS FEATURES EXTRACTED IN OUR SYSTEM. TO COMPENSATE THE ROTATIONAL EFFECTS, WHICH IS USUALLY CAUSED BY DIFFERENT RELATIVE POSITIONS OF THE RETINA SCANNER WITH RESPECT TO EYE, A ROTATION COMPENSATOR HAS BEEN DESIGNED. FOR RETINAL IMAGE INTERPRETATION, OPTIC DISC LOCATION HAS BEEN CONSIDERED AS A FIXED AND REFERENCE POINT AND FOR ITS LOCALIZATION, HAAR WAVELET AND SNAKES MODEL HAVE BEEN USED. THE EXPERIMENTAL RESULTS SHOW THAT THE PROPOSED METHOD CAN PROVIDE A RECOGNITION RATE CLOSE TO ZERO.
