Abstract: 

ACCORDING TO UNDOUBTED ROLE OF WATER CONTROL AND OPTIMAL USAGE FOR WATER RESOURCES CONSUMPTION, WATER HAS A CONSIDERABLE IMPORTANCE IN THE ECONOMIC DEVELOPMENT OF COUNTRY AS A VITAL FACTOR. SINCE WATER ESTABLISHMENTS NEED ENORMOUS COSTS, NOT PAYING ATTENTION TO APPROPRIATE EXPLOITATION, NOT ONLY PROVIDE FORECASTED PROFIT FROM FOUNDATION OPERATION, ALSO CAUSES WAIST OF INITIAL CAPITALS AND ENVIRONMENTAL DAMAGES IN TOTAL SCALE. IN THIS RESEARCH, IRRIGATION AND DRAINAGE NETS OF SISTAN REGION THAT IS A SENSITIVE AND STRATEGIC AREA OF IRAN AND CONFRONTS GREAT WATER CRITIC WAS ASSESSED AND NECESSARY APPROACHES WERE RECOMMENDED. RESULTS SHOWED THAT CANALS COVERAGE DAMAGES IN THE BRANCHES IN DIFFERENT FORMS, NON-APPROPRIATE OPERATION OF WATER STRUCTURE ADJUSTMENT AND DISTRIBUTION AND LOW EFFICIENCY OF NETS ARE THE MAJOR TECHNICAL PROBLEMS OF NETWORKS. RESULTS OF ECONOMIC ASSESSMENT SHOWED THAT WATER TRANSITION WITH TUBULAR SYSTEM HAVE MORE ECONOMIC JUSTIFICATION THAN WATER TRANSITION SYSTEM WITH OPEN CANALS.
