Abstract: 

This research is an attempt to recognize the way formal general training approach faces moral training. The methodology in this study is qualitative using inductive content analysis, legal texts, and 14 expert interviews. The interviewees were smartly selected and stratified form among official masters. The analysis of the findings revealed that the approach of moral training is what of religious virtues and in curriculum parameter is integration or meta-curriculum which shows confusion; that is, the current situation of moral training is "confused meta-curriculum moral training". It is suggested that a meta-curriculum moral training be compiled and legislated for the sensitive period of elementary school.
