Abstract: 

Thermal power plants as major electrical producers of energy in Iran use different inputs such as Fuel, Labor and Capital. This article assesses the technical efficiency of 40 Iranian thermal power plants from 1382-85 and analyzes factors affecting it by using the Stochastic Frontier Analysis (SFA) method and then compares comparison it with technical efficiency in thermal power plants of 22 selected developing countries.
The results indicate that the average technical efficiency of plants is 93% and increases with higher installed capacity and change of fuel consumption from gasoline and fuel oil to natural gas. Overall, the highest technical efficiency belongs to combination cycle plants using natural gas. Between the years 2003-6 the average technical efficiency of similar power plants in 22 developing countries is 91.7%, which is lower than the technical efficiency of Iranian thermal power plants in the same period.
