Abstract: 
This paper opens with introducing the structure of the network control systems and then the impact of the network on the system equations is simultaneously modeled and the factors affecting the network control systems, due to the existence of the network in the system, are examined.
Next, a instantaneous approximation based on Kalman filter design is obtained, by considering the delay as random variable and by an appropriate modeling of network control system dynamics. For doing this, the impact of the network on the main system is modeled in a way that can be used for Kalman filter. Then, the impact of the network on the system performance is approximated based on the model and the Kalman filter. At last by using data sending management network's effect on control system is reduced.
