Abstract: 

Empowerment study is a fundamental principle in today organization. Therefore, by realizing the importance of this issue, and considering, planning Bureau, Credit Monitoring and Credit of Mellat Bank, as a sample of study, we tried to develop and study of effective factors of human resource empowerment from the stand point of behavioral aspect.
The most important affecting factors are skills, attitudes, and personalities of experts were identified and by designing a questionnaire and using multivariate regression statistical tool, the relation of three factors were estimated with employees’ empowerment. Based on the output of test, the variable coefficients of experts’ skill in the equation were .486, personality .344 and attitude .104.
Therefore, all three hypothesizes were confirmed indicating the factors of skill, personality and attitude have positive effect on experts’ empowerment and some related recommendation were offered.
